ULIS is delighted to announce that Loterias do Estado do Paraná (Lottopar) has become the first Brazilian lottery to join the United Lotteries for Integrity in Sports. The lottery, which also joined the World Lotteries Association last November, will take full advantages of ULIS’s integrity services to combat competition manipulation while operating as a regulator in the Brazilian state of Paraná.
With the ongoing regulation and development of the sports betting market in Brazil, certain state lotteries of the country can act as regulators, determining the conditions under which betting companies can operate within their jurisdictions.
Lottopar, acting as regulator in the state of Paraná, is authorized to grant licenses to sports betting operators after conducting thorough evaluation to ensure these operators meet all necessary requirements. Part of the financial resources generated by the licensing system will return to the Paraná state to be invested in areas such as social programs, security, and housing.

The United Lotteries for Integrity in Sports (ULIS) is a non-profit association of state lotteries, with an international network of members and partners, conceived to protect the integrity and core values of sports from corruption, specifically, from the manipulation of sports competitions. With its headquarters in Lausanne, Switzerland, and offices in Canada, Denmark, and Hong Kong, ULIS monitors sports betting globally to detect suspicious patterns. Along with the International Olympic Committee and Interpol, ULIS is one of the three observers to the Statutory Committee of the Council of Europe Convention on the Manipulations of Sports Competitions, the Macolin Convention.

Last year we signed a cooperation agreement with CIBELAE (Corporación Iberoamericana De Loterías Y Apuestas Del Estado) and were invited to attend several integrity events in the region, including the first Integrity Summit organized by the South American Football Confederation, Conmebol. This speaks to the success of our repositioning and the confidence it has instilled in the lottery, sports betting and broader community of stakeholders involved in the fight against sports competition manipulations. Having Lottopar among our members is certainly a significant step to strengthen international cooperation with Brazil and ensure high integrity standards in the country.”
