JEAN-LUC MONER-BANET
Moner-Banet has long been a prominent advocate for integrity and good governance on the international stage. From 2012 to 2018, he served as President of the World Lottery Association (WLA), driving global initiatives to strengthen standards for security and transparency. Since 2009, he has been serving in leadership roles at European Lotteries (EL), including his current position as Supervisory Chair of the Sport & Sport Integrity Working Group. In 2019, he took up his role as Chair of the WLA Betting Integrity on Sports & Horse Racing Committee (BISHRC), established to preserve the integrity of sport by leading the fight against match-fixing and illegal betting.
He was also a founding father of the European Lottery Monitoring System (ELMS), the first cooperative platform enabling European lotteries to monitor betting activities and detect irregularities. Under his leadership, ELMS expanded and evolved into the Global Lottery Monitoring System (GLMS), extending its scope to a worldwide level. In 2022, GLMS became United Lotteries for Integrity in Sports (ULIS), reflecting an even broader mission: uniting state-authorized lotteries across the globe in the protection of sport integrity against the threats of competition manipulation and illegal betting.
CHRIS LO
Chris Lo is a business leader with nearly 20 years of experience in sports betting, sports integrity, product development, and transformation. He has a solid track record of delivering exceptional business results.
Currently, Lo is the Head of Trading at the Hong Kong Jockey Club (HKJC), where he leads culturally diverse teams in sports trading operations, sports integrity, marketing, and quantitative analysis in Hong Kong and Mainland China. He also serves as the primary advisor to betting and lottery operator partners across Asia, providing advice and consultancy on business strategy, product development, customer management, personnel development, and technology.
Before joining the HKJC, he gained experience as a Chartered Financial Analyst (CFA) in financial advisory and asset management in Asia.
LOUIS BEAUDET
Louis Beaudet joined Loto-Québec in 2000 and has served as Sports and Entertainment Betting Director since 2007. He is responsible for the corporation’s sports betting strategy and operations across both retail and online channels. His mandate includes revenue and market share growth, risk management, brand development, and the operational management of the sports betting division. He also oversees Loto-Québec’s sports sponsorship portfolio.
With over 20 years of experience in the industry, Louis brings deep expertise in strategic leadership, product development, partnership management and sponsorship. He is recognized for delivering strong business results in a regulated environment.
Prior to his appointment as Director, Louis held several roles related to sports betting, including odd setter, analyst, and product manager. His leadership has been instrumental in the launch of new betting platforms in 2010 and 2020, and in the establishment of a new operational hub for the United Lotteries for Integrity in Sports (ULIS) in North America.
ANTOINE BEGHIN
Antoine has a master's degree from Nantes University and another from Audencia Business School. He retired from top-level rowing after the Sydney 2000 Olympic Games, where he won a world championship title in 1997. In 1998, he was supported by FDJ's 'Challenge programme' (a scheme to help athletes).After working for a sports marketing company, he joined FDJ in 2001 as head of sports partnerships. In 2005, he moved to the sports betting team. In 2010, he became the head of the department when the online market opened up. In 2015, he wanted a new challenge and became the regional sales director. In July 2023, Antoine was Director of Sport Integrity. He is dedicated to stopping the manipulation of sporting events and protecting the values of sport." Antoine also represents FDJ on the French National Platform, which is an organisation that fights against the manipulation of sports competitions. Since March 2024, Antoine has also been responsible for the Group's sponsorship department.
YOUNES EL MECHRAFI
Younes El Mechrafi holds a master's degree in Computer Science Applied to Business Management (MIAGE) and a diploma of Higher Specialized Studies (DESS) in Computer Engineering from the Université de Lille in France.
He began his career as a professor and researcher within a unit of the National Scientific Research Council (CNRS) at the Université de Valenciennes in France.
Upon returning to Morocco, he was appointed General Manager of SOMAV, a company operating in the agro-industry field. He then founded CONCIS, a computer engineering services company based in Rabat. Among its clients are significant state entities such as the Ministry of Finance and the Royal Moroccan Armed Forces.
In 2003, Younes El Mechrafi was appointed Special Advisor to the Minister of Justice, responsible for new technologies and modernization. The e-Justice project he led received the Imtiaz prize, a distinction awarded to the highest-performing public administrations in the e-Government program.
In 2006, he became the General Manager of Archos Conseil, an IT services company and a subsidiary of the ONA group, the first Moroccan private group.
Since 16 November 2009, Younes El Mechrafi is the CEO of La Marocaine des Jeux et des Sports (MDJS), a state lottery that operates Sports Betting and finances Moroccan sports. He is the General Secretary of the African Lotteries Association (ALA) since 2014. He is also an elected member of the World Lottery Association’s executive committee.
CHEE WENG LAM
Lam Chee Weng, 54, is a seasoned professional with over 30 years of work experience. He currently serves as the Chief Executive Officer of Singapore Pools, a non-profit, state-owned lottery, sports betting, and horse wagering subsidiary of the Totalisator Board. This is a statutory board under the Ministry of Finance, Singapore, with annual collections exceeding USD 10 billion. Before this, he was the Chief Financial Officer, overseeing finance, procurement, prize payments operations, product management, draw operations, legal and company secretarial, facilities management, and security.
Lam has extensive commercial experience working in Public-Listed Companies and multinational companies across the Asia Pacific. He notably served as the Group Chief Financial Officer for Eu Yan Sang International Limited, a company previously listed on the mainboard of the Singapore Exchange. Trained as an auditor, he began his finance career with KPMG in 1992 and holds professional qualifications with CA Singapore, ACCA UK, CPA Australia, CA Malaysia, and CFA Institute USA. He also holds an MBA from RMIT University, Australia, and has completed the Advanced Management Program and International Directors Program with INSEAD, where he is a member of its alumni.
In addition to his professional roles, Lam serves as an Executive Commitee Member of the Asia Pacific Lottery Association and Co-Chair for the Responsible Gaming Forum in Singapore.
ALEŠ VESELY
Aleš Veselý joined Sazka a.s. Czech Republic in 2013 as Marketing Director, served as Deputy Chief Executive Officer for three years, and was appointed CEO in 2021.
For over 65 years, Sazka has shaped the lottery market and is the largest and most influential lottery brand in the Czech Republic. Sazka is part of the fastest-growing lottery company in Europe, offering a comprehensive gaming portfolio, including igaming and sports betting.
Veselý 's primary task has been to transform Sazka into a customer-oriented and modern lottery brand. Along with his team, he is facilitating the transition of the traditional Czech lottery leader into a modern, fully digital, and technology-driven company. His goal is to ensure stable growth and establish Sazka as a leader in a highly competitive environment.
Before joining Sazka, he spent over 15 years in the telecommunications industry, most recently as Director of Marketing and Product at Telefonica O2. He graduated from the Faculty of Economics at UJEP in Ústí nad Labem and studied Project Management at George Washington University.
LEMENG WANG
Wang has over 20 years of experience in the sports and sports betting industries and holds a PhD in Sports Humanities and Social Sciences from Beijing Sport University. She has a profound understanding and unique insights into the market management principles of sports betting. She places a high priority on ensuring fairness and transparency in the market to guarantee the long-term stability and sustainable development of the sports betting industry in China.
She joined the China Sports Lottery Administration Centre (CSLAC) in 2009, working in the Strategic Development Department, Lottery of Responsibility Management Department, and Sports Betting Management Department. In 2019, she was appointed as the director of the Sports Betting Department and in 2022, she became a Board Director of China Sports Lottery Operation Co., Ltd (CSLO), a subsidiary of CSLAC. Her current responsibilities include, but are not limited to, developing plans and implementation strategies for sports betting, managing match operations and risk management, implementing marketing and promotions, and organizing market and customer research.
Before 2009, she worked for the Beijing 2008 Olympic Games in the IOC Television and Marketing Services SA Beijing Office and for Shanghai F1 at the Shanghai International Circuit Co. Ltd.
GILLES MAILLET
Graduate of Essec business school in Paris, Gilles Maillet began his career in various positions of marketing and sales organizations at international consumer goods companies, leading to the position of Marketing and Sales Director Europe of a Melitta-Johnson JV.
He entered FDJ in 2010 to lead corporate projects for the Management of the company and was promoted as Sales Director in 2012, driving the successful restructuring plan of FDJ field sales organization.
He was appointed Director of Sport Integrity in 2017, marking both FDJ’s commitment to promote sport values and Maillet’s personal commitment to sport – he is a member of the Management Committee for the Paris region tennis league .
Maillet represents FDJ at the French National Platform against the manipulation of sport competitions as well as on the ULIS Executive Committee.
LUDOVICO CALVI
In June 2015 Ludovico Calvi became a Member of the ULIS Executive Committee, and was subsequently elected President in June 2017. Already long involved in the industry, he has been a member of the American Gaming Association, Sport Betting Task Force, since May 2015. From 2006 to 2016, Calvi was Head of Betting and since 2009, CEO of Lottomatica Betting Ltd. From May 2013 he was Vice President, Product Marketing Betting at GTECH Plc and from April 2015 until August 2017, held the position of Senior Vice President Global Product Marketing Betting at IGT. Earlier in his career, he worked for Sisal (Italy) and William HILL (UK).
